ELECTRONIC REQUESTS

Attention! Electronic appeals of citizens, including individual entrepreneurs (hereinafter-citizens), and legal entities are considered by the addressee in accordance with the requirementsof the Law of the Republic of Belarus of July 18, 2011 ”On Appeals of Citizens and Legal Entities“.

In accordance withthe Law of the Republic of Belarus of July 18, 2011 ”On Appeals of Citizens and legal Entities“, electronic appeals are presented inBelarusian or Russian.

An electronic appeal of a citizen must necessarily contain:

  • surname, proper name, patronymic or initials of the citizen;
  • address of the citizen’s place of residence (place of stay);
  • statement of the essence of the request;
  • the citizen’s email address.

An electronic request from a legal entity must contain:

  • full name of the legal entity.
  • location of the legal entity;
  • statement of the essence of the request;
  • surname, proper name, patronymic of the person authorized to sign appeals;
  • email address of the legal entity.

Issue an electronic request

Electronic requests must be reviewed no later than 15 days from the date of registration, and those requiring additional study and verification-no later than 1 month.

Responses to electronic appeals are sent electronically to the e-mail address specified in the electronic appeal, or in writing to the address of the place of residence (residence) of a citizen or the location of a legal entity in cases establishedby the Law of the Republic of Belarus of July 18, 2011 ”On Appeals of Citizens and Legal Entities”.

Appealsthat (for which):

  • They are not written in Belarusian or Russian.
  • do not contain the surname, proper name, patronymic, or address of the citizen’s place of residence (place of stay).
  • do not contain the full name of the legal entity and the address of its location, surname, proper name, patronymic of the head or person authorized to sign appeals in accordance with the established procedure (for legal entities).
  • they contain text that cannot be read.
  • contain obscene or offensive words or expressions.
  • are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedure, economic procedure, criminal procedure legislation, legislation defining the procedure for administrative proceedings, legislation on administrative procedures, or in accordance with legislative acts, a different procedure for filing and considering such appeals is established;
  • contain questions that do not fall within the addressee’s competence.
  • missed the deadline for submitting a complaint without a valid reason.
  • a second request has been submitted, if it has already been considered on its merits and it does not contain new circumstances relevant to the consideration of the application on its merits;
  • correspondence with the applicant has been terminated.

Regulatory legal documents regulating the handling of complaints from individuals and legal entities

  • Law of the Republic of Belarus of July 18, 2011 “On Appeals of Citizens and Legal Entities”
  • Resolution of the Council of Ministers of the Republic of Belarus No. 1786 of December 30, 2011 “On approval of the Regulations on the Procedure for Conducting Office Work on Appeals of Citizens and Legal Entities in State Bodies, Other Organizations, and individual Entrepreneurs”.

Applicants in the system of registration and processing of requests:

  • they are registered by filling out the registration form on the website.
  • submit electronic requests and receive responses (notifications) to them.
  • view the list of submitted electronic requests and the status of their consideration.
  • send information messages and requests for consultation on the functioning of the system of accounting and processing of requests to the operator of the system of accounting and processing of requests.

Applicants (with the exception of persons who are administrators of organizations or responsible persons) are registered in the system of registration and processing of applications by entering the following information about themselves in the registration form on the website:

  • surname, proper name, patronymic (if any), address of the place of residence (place of stay), mobile telecommunications subscriber number, e-mail address – for an individual;
  • the payer’s account number, the name and address of the organization’s location, as well as the surname, proper name, patronymic (if any), e – mail address and mobile telecommunications subscriber number of the head or person authorized to sign appeals in accordance with the established procedure-for a legal entity.

During registration, the applicant (with the exception of a person who is an administrator of the organization or a responsible person):

  • confirms the mobile mobile telecommunications subscriber number by entering the confirmation code received in the SMS message to the specified number.
  • confirms the email address by clicking on the link received to the specified address.
  • attaches the public key certificate or biometric document that belongs to it, if it is used for identification and authentication in the system for recording and processing requests.

Upon completion of registration of the applicant (with the exception of a person who is an administrator of the organization or a responsible person), the system for recording and processing requests automatically generates the applicant’s personal electronic cabinet.

The applicant (with the exception of a person who is an administrator of the organization or a responsible person) can use the following methods for identification and authentication in the system of registration and processing of requests:

  • login and password generated by the user during registration in the system for recording and processing requests.
  • login and password generated during registration in the national postal electronic system;
  • the public key certificate or biometric document that belongs to it.

After the applicant (with the exception of a person who is an administrator of the organization or a responsible person) passes identification and authentication procedures, the system for recording and processing requests authorizes him / her by providing the opportunity to use the functionality available to the applicant in his / her personal electronic cabinet.

Electronic applications must be reviewed no later than 15 days from the day following the day of registration of applications, and those requiring additional study and verification-no later than 1 month.

Responses to electronic appeals are sent electronically to the e-mail address specified in the electronic appeal, or in writing to the address of the place of residence (residence) of a citizen or the location of a legal entity in cases established by the Law of the Republic of Belarus of July 18, 2011 “On Appeals of Citizens and Legal Entities”.

Appeals that are considered on their merits are left without consideration.

  • They are not written in Belarusian or Russian.
  • do not contain the surname, proper name, patronymic, or address of the citizen’s place of residence (place of stay).
  • do not contain the full name of the legal entity and the address of its location, surname, proper name, patronymic of the head or person authorized to sign appeals in accordance with the established procedure (for legal entities).
  • they contain text that cannot be read.
  • contain obscene or offensive words or expressions.
  • are subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedure, economic procedure, criminal procedure legislation, legislation defining the procedure for administrative proceedings, legislation on administrative procedures, or in accordance with legislative acts, a different procedure for filing and considering such appeals is established;
  • contain questions that do not fall within the addressee’s competence.

  • correspondence with the applicant has been terminated.

The applicant has the right to withdraw an electronic request by submitting a written application or sending an application in electronic form.
